More Tasers for Thames Valley Police

Violent criminals can expect to feel the zap of a Taser more often in future as the police tool up with more of the electronic shock devices.

Thames Valley Police today announced its plans to equip more officers with Taser Electronic Control Devices.

Following consultation with officers, local police area commanders and the Police Federation, the Chief Constable’s management team has implemented a plan which will see more officers selected, assessed and trained to carry the devices.

This will mean the total number of officers within the force trained to use Tasers will increase by 280 to 485 - a rise from 4.9 percent of officers to 11 per cent.

The force first issued Tasers to officers in 2004 and currently only firearms officers are allowed to carry them - but this will change as more officers are trained to use them.

Assistant Chief Constable John Campbell, who is responsible for tactical support, said: “Over the past three years we have seen a rise in the number of incidents firearms officers with Tasers attend to provide support to unarmed colleagues. 

“These are incidents where officers are faced with someone who is threatening violence or has the potential to cause significant harm to officers or members of the public, on many occasions the offender will be believed to be carrying weapons.

“Over the same three-year period we have also experienced a rise in the number of assaults on officers and staff.

“This move will provide further protection to the communities and officers across Thames Valley.

Chief Constable Sara Thornton said: “Officers will be specially selected and trained for this role and I am satisfied that the continued use of the Taser device across the force area will only be considered in those cases where it is necessary and proportionate to the behaviour the officers encounter."

Over the past three years the total number of times Tasers have been carried has increased from 795 in 2010 and 842 in 2011 to 936 in 2012.

However, the number of instances where the device was actually discharged has remained low with only 16 incidents resulting in a discharge in 2010. This equates to two per cent of the total number of incidents where the use of a Taser was authorised.

In 2011 there were only 14 Taser discharges. This was 1.7 per cent of the total number of incidents where the use of a Taser was authorised.

And last year, there were 16 incidents where officers discharged a Taser - 1.7 per cent of the total number of incidents where the use of a Taser was authorised.

ACC Campbell added that this decision would also bring Thames Valley Police in line with the majority of other forces across the country.

He said: “Until this decision was taken, Thames Valley Police was one of five forces in England and Wales that only permitted firearms officers to carry Tasers.

“By rolling it out to specially trained officers, it will bring the percentage of officers trained closer to the national average of 11.5 per cent across the remaining 38 forces.”

Chief Constable Thornton added: "As Chief Constable I have a responsibility to ensure that my officers are equipped to do the difficult job I ask of them. It is right that we have increased the availability of Tasers in line with other forces and we will keep our approach under review."

   The Yanks have this right, in that tasers are classed as firearms, for which the standard Rules Of Engagement by armed personnel apply.

What would be ideal would be if the manufacturers would embed their "TaserCam" as a forensic "black box", instead of just currently being a flash option.

Nonetheless, I agree our Police need a non-lethal-but-incapacitating defence for themselves and for us, over and above a car aerial on steroids.

Whilst I too worry about David's mention of tit-for-tat escalation, I am entirely happy that this is more a case of "catching up", and I'm as confident as many bad guys will prove that our Police would not deploy one without reason, or as gratuitously as those we've seen on YouTube....particularly if fitted with that cam.

   The New Police Commissioner should perhaps check first that all other options have been explored before allowing our bobbies to carry tasers. If I had been voted in, I'd have at least checked they'd tried everything else first ... no mention of sharp sticks, blunt spoons or rough pineapples I notice, just straight to tasers.

Presumably the bobbies will have to shout clearly "stop, bad person, I am going to taser you" three times before they use the device and they will somehow have to be assured the bad person had heard and understood their shouted command?

After use, the bobbie will have to return to base for the remainder of the shift for counselling, de-briefing and report writing.

I suppose also though, it will have the effect of putting more weapons into the hands of ne'er-do-wells on our streets as they attempt to somehow combat the bobby weaponry.

   I wonder what the newly-elected Police & Crime Commissioner, Anthony Stansfeld, thinks of this. At the hustings prior to the election, he was very hostile to the idea of greater taser provision when it was put to him.

   There is nothing funnier than watching any of those police videos of some loud mouth yob giving it all that and thinking they are real hard men suddenly dropping like a stone and flopping around like a fish out of water.

Never fails to put a smile on my face.

Give the police who carry them cameras as well so we can see many, many more idiots playing at being a fish.

   Non lethal weopon? Tasers can be fatal, I think they've had a couple of deaths in the States. Mind you, if they managed to getup after they had been tasered over there, they'd probably shoot them!

Stop messing about, just arm the police. Other countries laugh at us.

   Hugh I am out and about every day walking in Reading morning, noon and night and even though we definitely do have social problems thay are not on the scale of other cities - try and get some perspective mate. Life is sweet get out there and enjoy it wherever you are.

   I am not opposed cos' I don't fight the Police - as simple as that. Mind you I would worry if any of the paranoid loonies on here got hold of a taser - they make Reading seem like an ultra violent place with talk of scum on the steets etc. You sound like a bunch of yanks.

   Its a shame that tasers are not available for people who can apply for a licence (subject to age, background check etc). I for one would feel safer in some parts of Reading at certain times if I had a non lethal weapon at my disposal in case I really needed it. Not ideal I know, but it might diffuse certain situations.
