Youngsters are handed contracts for behaviour

Youths causing mayhem in Finchampstead are being made to sign contracts saying they will behave.
The contracts apply to seven youths, aged between 10 and 16, who have been causing a nuisance on estates in Gorse Ride and Roycroft Lane.
Why do we have to have "contracts" to make them behave? We all already have a contract, and it's called THE LAW. "climbing into people’s gardens and on the roofs of local schools" so trespassing (possibly with criminal damage if anything gets broken), and "throwing water bombs at people" - so common assault. All these things are illegal. If they were caught shop-lifting or robbing people, would we just ask them nicely to stop? All because we can't actualy prosecute because "they're too young and the little darlings know what they're doing". I knew that was wrong at that age, and so should they.
